The culture seems much as the Jim Crow South in America when acts against blacks were simply not noticed. The US had federal courts, the Department of Justice and (after some time) the FBI to pull itself out. I wish I had a solution; your only hope seems electoral. It is going to get worse, and hell hard to get out of. . In a sense, the fruits of your Citizenship Law case begin.
