Local anger fades with a few successes, number of demonstrators falls as the police learn to do nothing or little. So you rotate targeted protest and action sites. Even so, is there anythng to keep things linked across sites as the rotation leaves more sites spent (so to speak)? Protests have to go on for years; that's a difficult engiene to design.
