The reason why Shin Bet does not transfer him to a military--military--court is that the agency has no intention of expousing itself to (quasi) legal process, thereby potentially limiting its range of action in the future.  Shin Bet takes orders from just a few--period.

So that&#039;s your scale for measuring Israel&#039;s democracy - it&#039;s more democratic than Syria? That may be true, but I&#039;d like Israel to be benchmarked against the likes of Canada, Norway, the U.K. and France. Even in the U.S., where administrative detention has been employed against Al Qaeda and the Taliban, the consensus is for closing down Gitmo, which eventually it will. Will Israel ever close down its administrative detention program? I don&#039;t see that happening anytime soon.</description>
