Sometimes making a fuss publicly will make a difference. Do speak to Radio/TV, press (Time out/Achbar Hair but also daily newspapers). Write a public Facebook status in Hebrew and English with your story and ask people to share to show how Israel / Tel Aviv treat olim. Tag the TA municipality’s Facebook page, tag Misrad Haklita if they have any presence on there, post it on any page aimed at olim where they try to make it out the government cares. This is the only way things get sorted in this country.

Ori, I am with you on this!

Last month I got the same horrible letter. I was charged retroactively 750 NIS for the same reason. Our stories are identical, the only difference is that I’m a sucker for Israeli bureaucracy. I try to stay as far a possible from it, so I just payed. (on 6 tashlumim).

Life in Israel is all similar and much worse tackles. You’ll get used to it in a decade or two.

The only way to deal with Israeli bureaucracy is to know all relevant laws – freely available at government website.

Ex. income tax officers are not obliged to tell you about any possible relaxations.

Basically, you either know what to say and do yourself or pay those who know.

I would definitely go to Misrad Haklita to clarify your status and your benefits based on the date you entered Israel and ask some sort of declaration about it than write a letter to the Municipality and attach the declaration.
