This is actually something that can pretty easily be reversed. In fact, in the Bantustans it was the opposite. SA stopped controlling the population registries and just forced the Bantustans to take control of this issue.

"All Palestinian births and deaths are registered with the State of Israel’s population registry. Palestinian Authority ID cards and passports are issued by the Israeli Ministry of Interior, just like Israeli ID cards and passports." : What began as perhaps a temporary procedure under Oslo has become bureaucratic bantuization. But all will be informed that when Two States comes this can be reversed.

This is no one-off Emma.

I got one of those at BG airport recently. Must say as an Israeli citizen I thought being awarded an entry permit peculiar. Mine says Ishur Knisa where his says Baal Taz Falestinai but apart from that, they're identical. And you don't get to hand them in once you're out of the port of entry. On the back, in Hebrew and English, you're told to "Keep as a certificate of Border Control approval"
but it doesn't say 'til when.

What it seems to indicate is that while none of us are welcome, those with Palestinian IDs are now official Israeli Untermenschen.
