"“according to law” and under conditions of “necessity”"
.
Actually it is no secret that Israel seems to like torture by necessity. I can understand they do not like cameras. I do not want to understand why nobody is prosecuted and that there is no public outrage.
.
"According to official data published in July 2002, 90 Palestinian detainees had been interrogated under the "ticking bomb" exception since September 1999."
.
"... the Committee notes the State party's continued argument that the Convention is not applicable to the West Bank or the Gaza Strip..."
.
"... the Committee further recalls the absolute nature of the prohibition of torture contained in article 2, paragraph 2 of the Convention..."
.

The Public Committee Against Torture in Israel views the Ministerial Committee For Legislation's decision to support legislation allowing security authorities to refrain from recording the interrogation of individuals arrested and interrogated as security suspects to be yet another nail in the coffin of accountability. The State of Israel has consistently rejected every complaint of torture and ill treatment of "security suspects" over more than a decade. After over 750 such instances in which the State either denies the allegations or claims that the interrogation were conducted "according to law" and under conditions of "necessity" one wonders what it is the State continues to hide. Documentation of interrogations is an important tool in the prevention of torture and ill treatment. We wonder if the State's desire to avoid implementing such a monitoring mechanism actually belies the State of Israel's declared commitment to the international and absolute prohibition of torture and ill treatment.

Facts will cease to have meaning; they will be constructed for outcomes unfathomable to those on the outside of the system. To please a superior, to force a hunch into reality, to take revenge against someone not even there and, yes, to save lives. It will be impossible to verify, even ask, which condition obtains. And so the last, saving lives, will be the only one asserted.
.
Yes, Yossi, there are witches against Israel. And some of them work for the State.
